Our Story
CGHA is a consortium of Pennsylvania county governments who leverage their collective size to lower health insurance costs while maintaining appropriate benefits for their employees. This consortium was established in 1995. There are currently 16 participating counties. There is no risk sharing between these counties. The participants may chose fully insured or self-insured funding arrangements.

The size and scale of CGHA enables us to have an attentive ear from carriers. This is extremely valuable in negotiations for benefits and rates.
Plan Autonomy
Each County has the ability to create their own unique benefit design, providing you freedom and flexibility.

Services in Conjunction with Broker
You can work directly with CGHA or if you have a preferred broker or agent, they can take advantage of the benefits offered by CGHA.
